    Summary:

    The successful candidate will support the delivery of the Department of Veterans Affairs (VA) Supply Chain Modernization (SCM) with a focus on leading this effort to create a unified supply chain technical architecture and assist the VA's efforts to modernize their supply chain tools and processes. Seeking a highly skilled and experienced Data Manager to support the management of database development and direct database operations for our Supply Chain Modernization (SCM) initiative. The successful candidate will lead a team of analysts, administrators, and programmers to create a unified supply chain technical architecture and assist in modernizing the VA's supply chain tools and processes. This is a critical role in ensuring the delivery of a seamless SCM experience. The Data Manager will also lead research and design for future opportunities and will be expected to present them to various VA stakeholders for feedback to support continuous service improvement. This support includes all operational facets of SCM that are team-facing to meet the functional requirements unique to VA, Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NCA).

    This candidate will be supporting the scrum team responsible for assessing, leading, and deploying the SCM solution. They will work across the program at times to maintain alignment with the SCM Roadmap and Strategic Plan with the goal of establishing a successful SCM experience. Ultimately, the Data Manager will assist with the implementation and maintenance of the SCM as a managed service with multiple low code tools, critical system interfaces to VA enterprise systems, and measurable outcomes through continuous VA review.

    Duties and responsibilities will include, but are not limited to:

    Database Management:

    • Support the management and development of databases.

    • Direct and oversee database operations to ensure optimal performance and integrity.

    • Define and tailor organizational methods and processes for database management.

    • Ensure adherence to database policies and standards.

    Team Leadership:

    • Oversee and manage a team of analysts, administrators, and programmers.

    • Identify training needs and ensure continuous skill development for the team.

    • Foster a collaborative and high-performing team environment.

    Project Support:

    • Support data migration analysis, planning, and implementation.

    • Contribute to cloud planning and implementation strategies.

    • Work across the program to maintain alignment with the SCM Roadmap and Strategic Plan.

    Strategic Contribution:

    • Assist in creating a unified supply chain technical architecture.

    • Support the VA's efforts in modernizing its supply chain tools and processes.

    • Be an integral member of a functional scrum team responsible for assessing, leading, and deploying the SCM solution.

    • Ensure the successful delivery and establishment of a cohesive SCM experience.

    Requirements :

    Minimum Requirements:

    • Bachelor's degree in technology, design, or related field with at least 7+ years of experience

    • Proven experience in leading and managing a technical team.

    • Strong understanding of data migration, cloud computing, and modern database technologies.

    • Familiarity with supply chain management systems and processes, preferably within a large organization.

    • Excellent communication and leadership skills.

    • Ability to work collaboratively within a scrum team and across multiple programs.

    • Knowledge of software development life-cycle methodologies and experience collaborating on Agile cross-functional development teams

    • Efficient communication and presentation skills in both analog and digital. Ability to improvise ways of communicating complex ideas in real time to partners with limited design knowledge.

    • Experience designing and/or implementing solutions in the social sector and/or healthcare data is preferred

    • Experience with Health and Human Services, Veterans Affairs, and Military Health is preferred

    • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

    Desired Qualifications:

    • Experience with logistics, warehousing, or supply chain systems and/or healthcare systems

    • Certification in database management or related fields.

    • Active VA access including assigned CAG and PIV
