MAJOR FUNCTIONSThis position is under general guidance and leadership of the Director of Public Works. This is a skilled supervisory position in public works Streets and Drainage Division. Work requires leading a group of team members including maintenance workers, trade workers and operators working with construction equipment in public works construction and reconstruction projects. Communication with the general public, maintaining safe work areas and ongoing attention to detailed construction specifications are critical in this role.
This position is designated as emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, ice storm, etc.) or other conditions (natural or manmade).ESSENTIAL DUTIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Supervises, leads and participates along with team members in performing repair, construction and maintenance of streets and sidewalks, right of ways, alleys, roads, bridges, repair and reconstruction of storm water and drainage system including masonry, concrete and asphalt work.
- Supervises, leads and participates with the team members and gives clear direction on the operation of heavy and light equipment such as excavators, slope mowers, cement mixers, tractors, loaders or any other machinery and apparatus.
- Contacts public in a friendly and helpful manner in areas where crews and equipment are working and explains to property owners and occupants the nature of work being performed; answers any complaints the public may have.
- Maintains and verifies safety and welfare of the team members, general public, City property and public property in and around work areas.
- Provide clear instructions on safe operation of all equipment, protective devices and supervises the closing of the job in a safe and responsible manner.
- Demonstrates knowledge and can direct work efforts in the following areas: Sodding, seeding, trimming, mowing, edging, pruning, removing, watering and fertilizing of grass, flowers, shrubs and trees.
- Plans and assists in the planting in median strips, traffic islands, beds and around public buildings.
- Supervises and trains team members regarding spraying of grass, flowers, shrubs and trees with insecticides, fungicides and weed killers.
- Provides guidance regarding excavation of trenches, ditches and foundations.
- Responsible for the maintenance, repair and construction of streets, sidewalks, curbs, gutters, swales, storm drains and catch-basins.
- Operates and trains others on the operation of automobiles or light/medium trucks, rollers, graders, dozers, front end loaders and back-hoes.
- Performs and assists with asphalt repairs to utility cuts, potholes, cave-ins and drainage slopes.
- Plans and performs cutting, cleaning and grading of alleys and installing, repairing and removal of speed humps.
- Works an on-call, rotating shift and is available to assist other on-call team members during times outside of regular work hours when called upon or when necessary.
- Possess strong time management skills and be able to organize, prioritize, schedule, and manage daily work activity, tasks and special assignments.
- Performs other work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES - Knowledge of effective supervisory techniques.
- Knowledge of City, DOT and County street systems and storm water systems.
- Knowledge and skills in safety procedures and precautions as well as Federal, State and City policies, procedures and rules.
- Knowledge of the operating characteristics and maintenance requirements of all typical public works construction equipment.
- Ability to understand and transmit oral and written instructions in an efficient, cohesive and cooperative manner.
- Ability to read working diagrams, sketches and simple blueprints.
- Ability to keep records and prepare reports in an organized and clear manner.
- Ability to work outside under adverse weather conditions.
- Ability to accurately evaluate the work, abilities, skills and training needs of team members.
- Knowledge of the methods, materials and equipment used in general maintenance of streets and drainage.
- Ability to establish and maintain effective, cooperative, professional and team-focused working relationships with team members, other departments, leaders and the general public.
- Ability to plan and supervise team members with varying degrees of skills.
- Ability to understand and transmit oral and written instructions to team members and leaders.
- Ability to deescalate situations and effectively resolve issues that occur in the course of scope of a day.
MINIMUM QUALIFICATIONS- High school diploma or acceptable general equivalency.
- Three (3) years supervisory experience in construction and maintenance of streets and sidewalks, installation and maintenance of stormwater pipes and drainage system, repair and maintenance of roads and bridges and cutting, clearing and maintenance of grounds, parks, and right of ways.
- Class B CDL license w/ air brakes endorsement.
A comparable amount of training or experience may be substituted for the minimum qualifications.
