    In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

    _***_ Telework (~~~) ( Within Minnesota or neighboring states only; telework is not allowed in other states ) and flexible hours options are available .*** Incumbent will need to report in-person to the office as needed for in-person meetings, trainings, etc .

    This position exists to support DCYF's efforts in continuous improvement and innovation. This position initiates, leads, and supports improvement efforts for and with business units throughout the agency. This position also exists to provide training, mentorship, and consultation to DCYF employees to build Continuous Improvement (CI) capacity and foster a CI culture within the agency.

    Responsibilities include

    • Leading improvement and innovation projects across the department to improve efficiency and effectiveness of business processes.

    • Monitoring improvement implementation efforts and communicate results to stakeholders to ensure progress and transparency.

    • Conducting agency-level analyses and provide DCYF leaders with information necessary for decision-making.

    • Delivering CI training and mentorship to DCYF staff at all levels throughout the agency to build CI capacity in program areas.

    Minimum Qualifications

    To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.

    Three (3) years of professional experience with continuous quality improvement that demonstrates the following:

    • Experience with Continuous Improvement through training and project work.

    • Evaluating, designing, or redesigning business processes and/or procedures.

    • Experience with measuring and tracking compliance and/or performance measures.

    • Data analysis using both qualitative and quantitative measures.

    • Experience conducting data planning, collection, analysis, and/or reporting.

    • Experience using a variety of technology software and platforms (examples may include Microsoft Office programs, Visio, etc.)

    Preferred Qualifications

    • Six Sigma Green or Black Belt or similar certification in Continuous Improvement methodologies

    • Public speaking experience and presentation skills to effectively present complicated information in a simple, understandable way (plain language) while emphasizing the value to the audience.

    • Advanced data analysis experience/knowledge.

    • Advanced experience training and/or coaching on Continuous Improvement tools and methodologies.

    • Variety of experiences working effectively with others from different backgrounds and cultures.
