Overview
Fairview is looking for a Contingent Workforce Program Manager to join our Transformation Office.
The Contingent Workforce Program Manager will oversee and manage Fairview Health Services' system-wide contingent workforce needs, ensuring seamless coordination across multiple areas, including vendors, staffing partners, and talent pools. The role includes managing contingent staffing, such as temporary workers, provider locums, intern programs, and vendor-managed services (MSPs). Working closely with key departments such as Talent Management, HR, Staffing, Finance, IT, and Operations, the Program Manager will ensure that all contingent workforce strategies align with business objectives, remain cost-effective, and meet performance and compliance standards.
Key Responsibilities:
Program Oversight : Manage the full scope of contingent workforce needs, including temporary staffing, SOWs, locum tenens, and more, ensuring alignment with Fairview's business goals.
Vendor Management : Supervise vendor partnerships, ensuring they meet service standards and contractual obligations, while managing multimillion-dollar spending across vendor services.
Collaboration : Partner with internal teams (HR, Finance, IT, Staffing, and Operations) and external partners (contingent search firms, staffing vendors) to ensure cohesive execution of workforce needs.
Cost Management & Performance Tracking : Oversee the budget for contingent workforce spend, track performance, and implement measures to optimize costs and service levels.
Stakeholder Engagement : Act as an advisor and subject-matter-expert for leadership, providing insights and recommendations on contingent workforce solutions and strategies.
Data Analysis & Reporting : Leverage technology to track and report on trends, performance, and costs. Regularly present data-driven insights to stakeholders, driving continuous improvements.
Project Management : Lead special projects and continuous improvements within the contingent workforce program, ensuring strategic alignment and execution.
Transformation Support : Assist the Transformation Office with planning, metrics development, and performance monitoring for contingent workforce initiatives.
Skills and Qualifications:
Leadership : Ability to lead cross-functional teams, vendors, and stakeholders with a strategic mindset.
Vendor Management Expertise : Experience managing MSPs and other vendor relationships, with a focus on high-performance standards and contract compliance.
Data-Driven Decision Making : Proficiency in analyzing data and using it to guide workforce strategies, with a focus on cost control and performance improvement.
Strong Communication : Ability to engage with senior leadership, team members, and external partners, providing clear recommendations and fostering collaboration.
Operational Excellence : Proven experience in managing large-scale, complex workforce programs in a healthcare or similar industry.

Responsibilities Job Description
Job Expectations:
Support a strong partnership with the Fairview designated vendor management solution partner (MSP) that enables high quality placements, satisfies regulatory requirements, improves compliance practices, maximizes staffing efficiency, and demonstrates responsible financial stewardship.
Partner with and manage the MSP's Program staff assigned to Fairview to resolve issues, address concerns, and develop efficiency needed for a successful program.
Assist the MSP's team in evaluating and assembling the network of reliable suppliers to best meet all of Fairview's contingent staffing needs.
Design workforce talent counter measures, process and outcomes that manage cost control, including working with internal recruitment teams and cross functionally across the organization to inform and strategize on filling positions where agency resources are being used.
Continuously evaluate best practices and adapt to evolving talent trends in contingent labor and adapting organizational needs.
Develops, produces and maintains data reporting, tracking and analysis on an ongoing basis that demonstrates program effectiveness, creates cost awareness and proactively develops and executes strategies that maximizes outcomes and impacts of the program across the organization.
Provide oversight for Provider Locum Agreements, partnering with TM Provider Recruitment, legal, finance, and operations.
Manages and reviews contracts, managing vendors and agencies, working with Legal and Contracting to manage them.
Lead and manage strike planning initiatives with crisis staffing provider(s) alongside the Labor Relations team.
Works in partnership with our business leaders and our MSP to oversee and guide business needs, the statement of work and individual contract processes ensure business leaders are successfully obtaining their contingent workers.
Participates and leads in organizational workforce planning groups/committees, etc., as applicable.
Manage and update all aspect of contingent workforce intranet webpage.

Education
Experience
3 years of applicable business-related leadership experience, working within vendor management, or related
5+ years of project management experience
Strong written and verbal communication with excellent presentation skills
Ability to work effectively as a team player
Strong problem-solving abilities and attention to detail
Experience leading cross-functional teams
Strong knowledge of the Microsoft Office suite of tools (Outlook, Teams, PowerPoint, Excel, etc.)

Extensive experience and proven track record working in highly matrixed organization
Experience working with strategic sourcing, offshoring, outsourcing, etc.
RN License or familiarity with Nursing staffing
License/Certification/Registration
Formal project management or improvement methodology certification.
