JOB SUMMARY
Inspects, documents, maintains construction site records, and reviews construction plans.
MINIMUM QUALIFICATIONS
Five (5) years of experience related to concrete, asphalt, soils, or a closely related field; OR an equivalent combination of education and experience substituted on a year by year basis up to a total of six (6) years.
A valid Driver's License issued by the State of Utah may be required to operate a vehicle.
Must receive a verified negative test result on a mandatory drug test before starting in this position. Will be subject to random alcohol and drug testing. May be subject to post accident and reasonable suspicion alcohol and drug testing.
Storm Water Pollution Prevention Plan (SWPPP) certification within three (3) months of hire date.
ESSENTIAL FUNCTIONS
Inspects construction projects to ensure engineering plans and specifications are being met.
Understands, uses, and properly interprets data obtained from various sources. Reads, understands, and interprets project specifications and plans, plan and grade sheets, improvement permit drawings, survey cut/fill notes, and construction hubs and markers relating to grade and alignment of sidewalks, curb and gutter, metal and concrete pipe, and concrete structure installation.
Inspects placing of concrete, bituminous surface course, untreated base course, borrow and backfill borrow, excavation, placing and backfilling concrete, corrugated material, HDPE and other pipe materials to conform to the requirements of the manufacturer and Salt Lake County Specifications.
Performs inspections for and enforces SWPPP compliance, ensuring that best management practices are being maintained and deficiencies are remedied. Issues fines for non-compliance.
Requires, observes, and reviews soil testing and evaluation using nuclear density methods in accordance with ASTM D2922.
Performs detailed scheduling to insure contractor needs are adequately met and critical inspections are performed.
Prepare and maintain daily records, drawings, letters and reports.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Knowledge of:
Principles, practices, methods, and techniques of municipal construction
Preparation and interpretation of engineering plan and grade sheets and technical specifications
Materials, methods, regulations, and requirements relative to the construction and installation of streets, gutters, storm drains, culverts, and related facilities installed within public rights-of-way
Composition and placement of concrete, untreated base course, bituminous surface course, borrow, granular borrow, granular backfill borrow, reinforcing, and structural steel
Paving methods and materials
Defects and faults in construction
Interpretation of survey construction staking including cuts, fills, offsets, engineering stations, grades, and elevations.
Testing methods of concrete to determine compressive strength, air entrainment, slump, workability, curing and temperature control.
Testing methods of bituminous surface course, untreated base course, borrow and granular borrow to determine gradation, density, moisture content, asphaltic content
Load factors, cover, hydraulic consideration relating to placement of concrete, and corrugated galvanize steel and aluminum
PVC, HDPE, cast iron, steel, and other piping materials
Manual of Uniform Traffic Control Devices relating to signing, barricading, channelization of traffic associated with trench excavation, and roadway construction and maintenance
Hazards and safety precautions common to trench excavation, confined spaces, and fall protection
Standard survey techniques and practices
Methods, materials, and equipment necessary to perform highway/flood control construction and maintenance
Skills and Abilities to:
Perform basic mathematical computations
Safely operate four wheel drive vehicle over unimproved conditions
Operate telephone, camera, and two-way radio
Set up and operate field survey equipment
Operate standard office equipment
Work with computer software related to job specific duties
Make independent decision
Communicate effectively both verbally and in writing
Detect and locate faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied
Prepare and maintain daily records, drawings, letters, and reports
Deal firmly and tactfully with contractors, engineers, and property owners
Follow complex verbal and written instructions
Comply with and follow standard practices and procedures common to flood control and highway construction
Additional Information:
Must wear the required personnel protective equipment (PPEs) in the field and dress in accordance with the requirements and restrictions of the Division and County dress code.
Work requires driving from site to site and sitting at a desk for many hours.
May walk in construction sites over uneven, rocky, or wet surface conditions to complete inspections.
Will meet on job sites, in trailers, and in all weather conditions and terrain. This may include the climbing of slopes for the purpose of inspection and documentation.
May encounter unhappy, unwilling, or angry people.
