    The Office of the Vice President for Research ( OVPR ) has overall responsibility for promoting and facilitating the research enterprise at Colorado State University ( CSU ).     Position Summary

    The Director of the Conflict of Interest ( COI ) Program reports to the Assistant Vice President for Research Integrity and Compliance. This position administers campus-wide compliance initiatives for Conflict of Interest and Conflict of Commitment and responsible international engagement that support the university's extensive research program and other initiatives. This position's primary responsibility is the long-term planning and daily oversight of an effective university-wide Conflict of Interest and Conflict of Commitment Program to identify, evaluate, manage and monitor Conflicts of Interest, Conflicts of Commitment and responsible international engagement.

    This position will continue to develop and lead the COI Program and direct staff and activities to support significant compliance efforts for the conduct of research and other areas of Conflict of Interest for individual employees, the university (institutional/organizational Conflicts of Interest), Conflicts of Commitment, and responsible international engagement; assure compliance with university policies, and State and Federal laws and regulations; advise as an ex officio member to the Conflict of Interest/Commitment Committee and represent the unit at university meetings regarding Conflict of Interest/Conflict of Commitment management, international engagement, intellectual property, policy interpretation, and other programmatic matters. The COI Director will be responsible for overseeing the efficient review and approval of Conflict of Interest disclosures through the Conflict of Interest review process, oversight of the management and monitoring of Conflicts of Interest and Conflicts of Commitment along with the Conflict of Interest/Commitment Committee. The COI Director is also responsible for providing communication and education regarding Conflicts of Interest to raise community awareness and ensure that conflicts are disclosed, identified, and managed properly.

    This position supports and endorses cooperation with university compliance and monitoring efforts and reports instances of noncompliance to university leadership. The COI Director will recommend corrective actions in response to violations of university Conflict of Interest policies, procedures, and management strategies to appropriate compliance offices. The COI Director will also recommend the suspension or termination of research funding and/or associated protocols not conducted in accordance with university requirements, federal regulations, state law, and university and sponsoring agency policies and procedures.

    The incumbent will have demonstrated excellent communication and interpersonal skills, maintain a high level of discretion in all work situations, adapt to continuously changing regulations and incorporation of new information, demonstrate attention to detail and demonstrate excellent organizational and prioritization skills. The COI Director is responsible for all record-keeping of programmatic activity and for ensuring that sponsoring agencies are notified of significant conflicts of interest in accordance with federal regulations and university and sponsoring agency policies and procedures.

    Required Job Qualifications

    • B.A., B.S. degree required (or foreign degree equivalent) and 5 or more years of relevant experience in conflict of interest, sponsored programs, compliance, or related fields.

    • Fundamental knowledge base and understanding of ethical and financial conflicts of interest, conflicts of commitment, institutional conflicts of interest ( ICOI ), organizational conflicts of interest, international engagement, intellectual property, and sponsored research processes.

    • Knowledge of and demonstrated experience working with applicable federal research conflict of interest policies and procedures.

    • Administrative expertise and experience in areas such as personnel, supervision, organizational management, providing educational training and outreach, and interaction with public and private agencies involved in sponsored research.

    • A commitment to diversity, equity, inclusion, and justice.

    Preferred Job Qualifications

    • Advanced degree (M.A./M.S., M.B.A., J.D., Ph.D., etc.)

    • Compliance certifications ( CCEP ®, CRA®, etc.)

    • Experience developing and implementing a new institutional program.

    • Seven years of experience in higher education administration.

    • Conflict of interest knowledge, assessment, and management as specifically applied in research within higher education.

    • Basic knowledge of U.S. export control regulations.

    • Experience building teams and fostering collaborative decision-making.

    • Experience overseeing an Institutional Conflict of Interest program to review and process management plans for high level university officials.

    • Direct the work of staff in the COI Program to ensure efficient review and approval of Conflict of Interest disclosures, including review of Conflicts of Interest/Conflicts of Commitment that require management in accordance with university policy and review of international engagement.

    • Work with employees, supervisors, leadership, and others to put into place effective management strategies and plans as needed.

    • Provide guidance and feedback to staff who are conducting preliminary assessments of actual or perceived conflicts and reviewing and managing complicated Conflicts of Interest and Conflicts of Commitment.

    • This position submits certifications on behalf of the University to federal agencies.

    • This position supervises program staff in completing performance evaluations, setting performance goals, and monitoring staff development.

    • Direct the work of the COI Program in conducting institutional conflict of interest ( ICOI ) reviews, approximately annually.

    • Work with the Office of Sponsored Programs on analysis of contract terms to determine applicability.

    • Participate in the oversight and further development of on-line conflict of interest training modules, participating in continuous improvement activities with online software management.

    • Provide regular reports to university leadership on disclosure compliance, training delivery, and other operational metrics.
