This position is for the direct management of our Craft and Staff associated with the construction of Substation, Transmission, and Battery Energy Storage (BESS) projects in the Southcentral Region (TX,LA,MS,OK). Manages construction open-shop craft and subcontractor work activities associated with the construction of site development, drilled piers, and foundation projects. Experience associated with installation of drilled piers, pile installation, slab on grade, spread footers, Control Building foundations, Structural Steel, Transformer Pad & Containment. Participates in project proposals, including the estimate development for the Civil Scope of work for Substation, BESS, Transmission Line projects. Involved in training and mentoring site supervision and craft associated with associated civil work activities. May lead one or more small to mid-sized transmission line construction projects simultaneously. Experience in Substation. Transmission Line, & BESS including safe working practices associated with working in the proximity of exposed energized electrical equipment. Ensures schedule and project expectations are clearly defined to Subcontractors and craft supervision. Ensures schedule requirements are communicated to all levels of craft & staff discipline. Coordinates technical interpretation of technical requirements and specifications. Provides technical data and information as required to subcontractor supervision or construction engineers. Ensures compliance by subcontractor and workforce to all standards, procedures, and contractual commitments within the bounds of all applicable policies.
Key Responsibilities
Provides the site civil construction teams the means, methods, and staffing to support civil construction. Develops resource plans for awarded projects, works with Ops Managers on shared resources across regions, and develop long term resource plans for projects. Works with teams to schedule internal and rental equipment. Works with EH&S group to develop and maintain safety program associated with Construction activities. Develops and maintains Construction procedures and quality programs associated with the civil construction activities. Identifies and supports the sourcing of tooling and equipment necessary for execution. Identifies and supports the recruiting of craft and leadership associated with the project work. Developments and mentors Civil Construction Managers, Superintendents, & General Foreman in Supervising Civil Craft employees. Supports proposals including development of staffing, equipment, and other direct and indirect quantities and costs to support estimate development. Leads and participates in design constructability reviews. Supports subcontract developments for projects as needed. Active involvement in project risk reviews including identifying and developing mitigation plans associated with civil construction. Assists site team in resolving problems and reports on issues related to drawings and information, schedule, safety, quality, quantity tracking, and cost reporting. Monitors discipline construction productivity, progress, and cost, and reports to Regional Operations Manager. Takes necessary actions to maintain targets. Supports the project civil team in developing the execution plan to ensure progress and productivity targets are met. Verifies that all equipment, material, manpower and resources needed to support Project Schedule are available and on site. Reviews all timesheets, installed quantity reports, and progress payment request. Develops a stable working relationship with Client and assigned subcontractor(s). Develops and distributes a Job Hazard Analysis for major erection packages within scope. Identifies potential back charges and out of scope issues. Supports commercial recovery process. Provides supervision, training, development, and performance management to direct reports. Adheres to safety and quality standards as applicable to duties and accountabilities. Supports continuous improvement efforts and the change management effects associated with the implementation of improvements.
Preferred Qualifications
Direct hire Open-shop foundation and drilled pier construction experience required. Bachelor's degree in construction or engineering and Transmission Line Craft experience as lineman and above preferred. Should have 8+ years with a degree or 14+ years without degree, of Civil Construction experience associated with Substation & Transmission Line projects. Experience in rock drilling and wet holes. Knowledge of project budget process and tools. Knowledge of department budget process and tools. Knowledge of Project controls. Risk & Hazzard assessment/management. Administrative policies and procedures. Construction Project Management Systems. Conceptual planning ability. Conflict management skills. Leadership ability (team building, coaching, mentoring, change management, advising). Multi-tasking ability (prioritize, organize, schedule work). Presentation skills. Problem solving skills (identify, analyze, research, evaluate, resolve). Project management skills. Communication and meeting skills. Time reporting systems. Expense reporting policies and procedures. Bilingual/Spanish speaking is preferred.
Minimum Qualifications
Bachelor's degree in engineering or construction or equivalent relevant experience. 10-20 years of construction operations experience, based on assigned area of operations. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc.
Requires working in extremely bright or low lighting conditions
Includes exposure to sounds and noise levels that are distracting or uncomfortable.
Work around hazardous equipment.
