    Are you passionate about public service and helping organizations succeed? MMB is hiring for a Capital Bonding Specialist. We're looking for a driven and detail-oriented professional to enhance the experience of stakeholders navigating the state's capital project funding requirements. In this role, you'll serve as a key resource, providing technical expertise and guidance on state capital project funding policies and procedures, ensuring compliance with laws, and improving program outcomes. You will have the ability to engage with projects at many different points, from initial project development through project completion.

    Stakeholders will include members of MMB's Budget Division, state agencies, local units of government throughout Minnesota, legislative staff, and legal counsel. You'll also lead the way in fostering collaboration by managing customer-facing communications, developing best practices, and facilitating group discussions to deepen understanding and drive strategic improvements. Additional responsibilities will include reviewing: project proposals for funding eligibility, draft legislation to award funding to projects, and project legal documents and full funding materials. You will serve as a subject matter expert on the laws and policies that guide this area of state government.     Minimum Qualifications

    4 years' combined experience in one or more of the following areas: capital budget or public budget development; analysis of legislative issues and legislation; public finance or public financial management; state or local government operations, legislative or political processes; capital project management (e.g, real estate, development, or construction services); or legal and compliance services.

    • Bachelor's degree may substitute for 1 year of experience.

    • Advanced degree in a related field may substitute 18 months of experience.

    Experience must also include

    • Effectively communicating complex information to diverse audiences, both in writing and verbally.

    • Proven ability to support or coordinate projects, including tracking progress, meeting deadlines, and managing competing priorities.

    • Demonstrated ability to analyze information, identify challenges, and recommend or implement solutions.

    • Experience working collaboratively within or across teams to achieve shared goals.

    • Experience providing assistance, guidance, or technical support to clients, customers, or stakeholders in a professional setting.

    • Experience working in or commitment to fostering an inclusive and equitable environment, particularly in service delivery or stakeholder engagement.

    Preferred Qualifications

    Budgeting and Policy Expertise

    • Experience in capital budget or public budget development, analysis of legislative issues, and interpreting legislation.

    • Knowledge of the state legislative process; public policy-making; and state and local government structure and functions.

    • Familiarity with federal tax rules and regulations related to municipal bonds.

    Stakeholder Engagement and Collaboration

    • Experience working with stakeholders to address challenges, build relationships, or implement programs or policies.

    • Proven ability to lead group discussions, workshops, or peer-learning networks to foster collaboration and shared understanding among diverse stakeholders.

    • Experience designing and facilitating tools or systems to support knowledge transfer, such as documentation templates, resource libraries, or training sessions.

    Communication and Writing Skills

    • Strong business writing skills, with a track record of producing high-quality, clear, and concise written content such as guidance materials, reports, policies, or training resources.

    • Demonstrated ability to translate complex technical information into accessible language for a variety of stakeholders.

    • Experience managing customer-focused communication strategies, including email campaigns, newsletters, or knowledge portals.
