    As commercial technology adoption accelerates within the Army and the lines between traditional service offerings blur with emerging cloud technologies, the Army must coordinate and partner with diverse groups to continue delivering modern services to customers. The Army must collaborate with industry, vendors, and other Government agencies and organizations to effectively meet the needs of our diverse customer base. By leveraging the service capabilities of other agencies and industry, the Army will create capacity and allow commands to focus more resources on mission requirements and less on commodity information technology capabilities.

    The Army procures and tracks Cloud Service Provider (CSP) services via a capability known as Cloud Account Management Optimization (CAMO). Over (250) customer applications have been funded and provisioned for CSP services via CAMO in unclassified and classified CSP environments.

    This position will be focused on assisting the government in the procurement of CSP compute and store, and the financial movements required to pay for those services (e.g., processing MIPRs, supporting integrator engagements, tracking management and operational task statuses, and monitoring budget levels and funding streams). Further, this position will be asked to weigh in with analysis of business activities within the space.

    The successful candidate must have experience in FM skillsets focused on tracking budget, expenditure, consumption, burn, and CLIN tracking; be able to create, draft, review, and produce MIPRs and governmental funding transfers, including required justification to provide to the government drafts of such artifacts for government action and processing; support integrator engagements and meetings, performing program control functions such as meeting minutes, agenda tracking, due out tracking, status updates, and roadmap compliance mapping; be able to assist in the documentation and execution of new processes required for execution of MIPRs and project executions.

    This position will be performed onsite at Ft Belvoir.

    This position may require up to 20% travel.

    Typically, the Business Analyst will perform these and similar tasks:

    Produce and prepare MIPR and funding Artifacts

    Track, monitor, forecast, and provide updates on budgets for the Agency itself and over 250 customer organizations

    Assist with documenting processes for interaction with new funding and payment mechanisms such as JWCC

    Provide administrative support to meetings and engagements, as a project controller

    Requirements:

    • Education: BS of Engineering/Science
    • 10 or more years relevant professional experience in a related field
    • Five or more years of experience in Army, DoD, or IC at the Headquarters, Department of the Army, or major command level (e.g. ARCYBER, NETCOM, 7th Signal Command, Program Executive Office, etc) or in industry implementing similar solutions
    • Strong technical writing expertise (i.e., ability to notate and produce minutes, form agendas, and facilitate due outs)
    • Ability to effectively present information to and interact well with colleagues at varying levels of responsibility
    • Ability to track task execution to completion and help organize/track active tasks and project timelines including delivery schedules
    • Detailed knowledge of Army and DoD funding processes and FM Functions, including Fiscal Year funding implications
    • Working knowledge of process to submit purchase requests (PRs) in the Army GFEBS financial accounting system
    • Understand justification required to support purchase requests (Independent Cost Estimate)
    • Understand various Army funding types (e.g., Operations and Maintenance (OMA) / Other Procurement Army (OPA))
    • Strong working knowledge of budgetary management and cost utilization skills, techniques, and forecasting
    • Experience implementing programmatic activities, business functions, and fiscal functions in a program of similar scale and similar customer count
    • Expert ability to communicate (both oral and written forms) with all levels of staff
    • Citizenship: US
    • Active US Government Clearance at Secret level or higher
    • Ability to sit for extended periods of time.
    • Ability to regularly lift at least 25 pounds.
    • Ability to commute to the designated onsite work location as required.
