    In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

    The Budget Administration & Operations Manager serves as an expert and strategic advisor to the CFO on administrative budgets and related operations. This includes establishing and monitoring administrative budgets, implementing fiscal control policies and procedures, and the coordination of budget operations across the agency. This position coordinates agencywide oversight of $125 million in administrative funds and operational processes that direct $660 million in grant funds. It also supervises 3-4 professionals. Responsibilities include:

    • Under the direction of the CFO, develop and implement strategies to plan for and manage the financial integrity of administrative budgets and operations and make data-based resource decisions. Serve as an advisor to the CFO and DCYF management on overall financial status and interventions needed to effectively manage resources.

    • Develop and manage budget operations to implement administrative budgets for central operations and serve as agencywide coordinator for budget operations across administrations.

    • Projects such as managing cross-agency initiatives with significant financial components and leading fiscal analyses and budget impact studies for new initiatives and special projects.

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    • Experience as a supervisor, lead worker, team lead, project lead;

    • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    Five (5) years of advanced professional work experience in government finance and budget processes demonstrating the following:

    • Broad and extensive knowledge of, state government financial policies and procedures or government funding principles.

    • Financial policies and budget management strategies

    • Experience reading and interpreting state and federal laws, rules, and requirements and operationalizing changes in fiscal or reporting requirements.

    • Managerial skills sufficient to assign priorities, develop staff, and improve processes.

    Preferred Qualifications

    • Experience supervising staff;

    • Experience developing short and long-range financial plans to meet agency priorities.

    • Variety of experiences working effectively with others from different background and cultures.
