    The Child and Family Health Division seeks a team-orientated Epidemiologist to provide necessary epidemiological capacity in birth defects surveillance activities and to coordinate special projects, including follow up surveys. This position is located in the Birth Defects Monitoring & Analysis (BDMA) unit, which resides in the Children & Youth with Special Health Needs (CYSHN) section, within the division of Child & Family Health (CFH).

    Primary Job Duties:

    • Assisting in the maintenance of the surveillance system in the Minnesota Electronic Disease Surveillance System (MEDSS).

    • Database Management (e.g. REDCap).

    • Cleaning and analyzing data, linking and geocoding datasets, quality control and evaluation and other special projects.

    • Collaborating with partners, synthesizing results into written reports, publishing papers and presentations, and ensuring that data and evaluation results will be translated into meaningful action.

    This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, Fergus Falls.

    Occasional travel for in-person meetings, trainings and conferences is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

    Minimum Qualifications

    The following minimum qualifications must be clearly demonstrated on the applicant's resume/application to be considered for this position.

    Three (3) years of experience in maternal and child health, birth outcomes monitoring or birth defects monitoring that includes designing and conducting epidemiologic investigations and/or surveillance. Experience must include the following:

    • Data collection, data analysis and/or data interpretation.

    • Accessing electronic health records (EHR), Vital Records or other health related records.

    • Use of SAS or R

    Minimum qualifications to be assessed at time of interview:

    • Knowledge and practical experience in the use of epidemiological principles.

    • Knowledge of the maintenance of surveillance systems, relational databases, data analysis, and interpretations.

    • Knowledge of public health, health care systems, health data, and health data standards and interoperability.

    • Ability to conceptualize alternative solutions to complex issues.

    Education Equivalencies:

    • Bachelor's degree in Epidemiology, Public Health or closely related field of study will substitute for one (1) year of experience.

    • Master's degree in Epidemiology, Public Health, Maternal and Child Health or closely related field of study will substitute for eighteen (18) months of experience.

    Preferred Qualifications

    • Master's or Doctoral Degree in Epidemiology, Public Health, Maternal and Child Health or closely related field of study.

    • Knowledge of maternal and child health, epidemiology of pregnancy-related risk and protective factors, conditions, and birth outcomes, including birth defects.

    • Knowledge of and practical experience with survey design, sampling, administration/operations, and analysis of categorical data.

    • Knowledge, skills, and experience in establishing culturally competent public health programs and working with diverse populations.

    • Working knowledge of the general nature and objectives of MCH public health and Title V programs.
