Marketing Statement:
The Office of Workforce Availability (WAVS) is seeking to hire an Attendance Case Manager to join the team. The ideal candidate is a highly motivated, multitasker, who can work independently and make decisions with minimal supervision. The candidate should also possess excellent customer service skills with the ability to work in a fast-paced environment while providing support to our business partners in managing employee leave and absences for In Division Support (on site) or Centralized Support. The Attendance Case Manager position is not responsible for managing direct reports, however, does manage policies and process to support operations.
The successful candidate will work with operations management and key stakeholders to ensure the timely application and of the negotiated Attendance Policy. This role will support and ensure the effective workforce management and become the subject matter expertise to both our unionized workforce and managers.

SUMMARY
The Attendance Case Manager is responsible for the consistent tracking and enforcement of the Authority's leave and absence policies and their associated procedures for Local 689/922 hourly employees. The Attendance Case Manager interviews excessively absent employees and analyzes various factors relating to their absenteeism; determines and recommends appropriate administrative and/or disciplinary actions in cooperation with Division management, and monitors identified employees for appropriate follow-up actions and improvements in attendance. The incumbent also ensures that all actions taken are consistent with Authority policies, collective bargaining agreements, and applicable Federal law.
ESSENTIAL FUNCTIONS
Ensures that new managers, supervisors, and represented employees receive necessary orientation and/or familiarization regarding attendance requirements and understand their roles and responsibilities in complying with and enforcing leave and absence policies and their associated procedures.
Ensures the proper coding of leave and absences in the applicable timekeeping system and uses information to identify employees who meet excessive absenteeism thresholds who are in need of intervention,
Interviews employees who have been deemed excessively absent and recommends appropriate administrative and or disciplinary actions including, but not limited to: continuation of regular employment subject to a requirement for a doctor's certificate, continuation of regular employment subject to the validation of provider certification and transition of medically disqualified employees to appropriate employment status, and discharge.
Works with business partners in Occupational Health and Wellness, Risk Management and Human Capital to determine the likelihood for improvement in the employees attendance and to ensure that safety sensitive employees are fit for duty, while maintaining the strictest confidentiality for all shared information.
Coordinates with Division management to ensure timely notification to employees and other appropriate parties (i.e., union stewards, if required by collective bargaining agreements), in writing, of recommended administrative and/or disciplinary actions prior to the implementation of such actions, consistent with applicable contractual requirements. Ensures that all recommendations provided, and actions taken are consistent with Authority leave and absence policies, collective bargaining agreements, and applicable Federal law.
Assists with the preparation and distribution of weekly status reports of all cases which are under attendance monitoring to Operations and Infrastructure leadership.
In cooperation with Division management, ensures organized and thoroughly documented records on all unscheduled absences for employees are properly maintained, including all factors considered in determining whether absences have been excessive, and that disciplinary documentation supporting actions and follow-up actions taken are
Prepares detailed timelines of all actions taken on a case and all factors considered by the Case Manager prior to rendering a final recommendation for discipline, alternative actions and/or discharge.
Coordinates with Human Capital, Safety and Readiness, and other relevant offices to ensure that all to ensure that cases set for arbitration and/or litigation relating to actions taken by Workforce Availability, based on excessive absenteeism, are appropriate; provides testimony in such proceedings.
