    Title: Associate Executive Director

    Reports to: Executive Director

    Job Objective:

    Provide direct supervision to Chief Financial Officer, Director of Human Resources, Director of Corporate Compliance and Director of Marketing, Data Management and Social Programs. *

    Oversee and maintain agencies Finance Department, Human Resources Department, Corporate Compliance/Quality Assurance/Administrative Department and Marketing and Data Management Department. Act as the administrator in charge in the absence of the Executive Director. *

    Perform duties while actively promoting an environment consistent with MHA's Cultural Equity Policy and WELCOME Orange

    • Direct supervision of stated positions and oversight of stated departments are periodically reevaluated and may change subject to the discretion of Executive Director.

    Responsibilities:

    · Assure that MHA and its mission, programs and services are consistently presented in accurate, strong, positive images at all times.

    · Develop, maintain, and strengthen relationships with elected officials, commissioners and staff of funding agencies and keep current with policy initiatives and funding opportunities.

    · Lead, motivate, supervise, and assess a competent and experienced staff and maintain and continue to foster an environment of collaboration and innovation in accordance with authorized personnel policies and procedures that fully conform to current laws and regulations.

    · Assign and monitor programs' caseloads to ensure optimal service delivery and to maximize units of service.

    · Responsible for interviewing, hiring, and training personnel. Generate formal written employee evaluations annually.

    · Plan and conduct regularly scheduled staff meetings.

    · Review and approve all programs staff time sheets, accrued time requests, project reports, correspondence, and financial expenditures.

    · Serve as an integral part of MHA Management Team, assist in long term planning and oversight of relevant personnel, fiscal, administrative and program issues.

    · Represent MHA and/or Executive Director at professional community and internal meetings, as necessary.

    · Establish goals and objectives for community programs staff in conjunction with the Executive Director.

    · Ensure program compliance with funding sources and other applicable regulatory agencies including but not limited to: NYS Office for People with Developmental Disabilities (OPWDD), Medicaid, NYS Office of Mental Health, (OMH) Department of Health (DOH), Housing and Urban Development (HUD), Department of Criminal Justice System (DCJS), Office for Victim Services (OVS), Substance Abuse and Mental Health Services Administration (SAMHSA), and Federal Emergency Management Agency (FEMA).

    · Ensure relevant programs comply with billing standards and are submitted in a timely and accurate manner.

    · Explore and develop new concepts and project designs, including project proposals.

    · Investigate and identify community service needs not being presently addressed by MHA or other service agencies.

    · Serves on MHA's Incident Review Committee.

    · Pursue various community organizations, including agency coalitions, special committees, etc., developing inter-agency linkages through regular communication and attendance at meetings.

    · Promote agency's visibility including advancing MHA's presence and increase its positive reputation within Orange County and surrounding areas.

    · Support the promotion of agency services on MHA's Social Media accounts; Facebook, Twitter and Instagram.

    · Participates in the development and delivery of educational workshops and public awareness programs for community and MHA staff.

    · Directly responsible for the financial oversight of designated programs.

    · Act as the second signature for the agency as necessary.

    · Responsible for reviewing and signing agency's checks, contract agreements, letters of understanding, leases, and any other documentation, as necessary.

    · In the absence of the Executive Director act as the administrator in charge in order to manage all aspects of the agency's daily operation which include but are not limited to: Human Resources, Finance, Compliance, Marketing, Programs, and all MHA Facilities.

    · Reviews and makes recommendations for improvement of the agency policies, procedures, and practices on personnel matters.

    · Maintains knowledge of industry trends and employment legislation and ensures agency compliance.

    · Ensures compliance with federal, state, and local legislation pertaining to all personnel matters.

    · Consults with legal counsel as appropriate regarding personnel matters.

    · Works with MHA supervisors to assist them in carrying out their responsibilities on personnel matters. Recommends, evaluates, and participates in staff development for the agency.

    · Oversees and makes recommendations regarding agency payroll, wage and salary matters.

    · Serve as one of MHA's primary contacts for sensitive personnel matters. Assists with the thorough investigations of complaints. Ensuring timeliness, comprehensive documentation, and necessary follow up.

    · Oversees and monitors the implementation of the agency's Quality Assurance and Corporate Compliance Plans.

    · Ensures follow up on all internal and external audits, and monitoring activities as prescribed by the compliance plan.

    · Maintain current with the growing body of knowledge of healthcare compliance, transition to Managed Care, and particularly how it affects programs associated with all appropriate funding sources such as: NYS Office for People with Developmental Disabilities (OPWDD), Medicaid, NYS Office of Mental Health, (OMH) Department of Health (DOH), Housing and Urban Development (HUD), Department of Criminal Justice System (DCJS), Office for Victim Services (OVS), Substance Abuse and Mental Health Services Administration (SAMHSA) and Federal Emergency Management Agency (FEMA).

    Other Duties:

    · In the spirit of teamwork, answer MHA's main office phone as needed.

    · Participate in MHA's committees as needed.

    Requirements:

    Qualifications:

    · Master's Degree in health and human services or related field with 5 years of demonstrated Executive Level Leadership in a not for profit.

    OR

    · Bachelor's Degree in health and human services or related field with 7 years of demonstrated Executive Level Leadership in a not for profit.

    · Superior supervisory skills as evidenced by being an effective leader, who is organized, self-motivated, with excellent time management and ability to coordinate multiple tasks simultaneously.

    · Effective written and oral communication skills, including public speaking ability and experience.

    · Must be organized, self-motivated and have the ability to coordinate multiple tasks simultaneously

    · Ability to exercise sound judgment under crisis situations and to abide by regulations regarding confidentiality.

    · Ability to work under strict confidentiality.

    · Excellent interpersonal skills.

    · Excellent tact and diplomacy skills.

    · Excellent attention to detail.

    · Exhibit proficiency with MS Office suite (Word, Excel, and PowerPoint).

    · Understanding of 1115 Medicaid Waivers and procedures preferred.

    · Bilingual Spanish/English preferred.

    · Valid NYS Driver's License and ability to drive with current driving record acceptable for agency insurance coverage.

    · Must be clear and maintain an acceptable record under the Medicaid Fraud & Abuse clearance process.

    Terms of Employment/Benefits:

    · Forty (40) hours per week.

    · Primary Location: Mental Health Association in Orange County, Inc. in Middletown (73 James P. Kelly Way, Middletown, NY). Position requires the ability to travel to all agency locations throughout Orange County.
