This is a remote position that can sit anywhere in the U.S. and will require travel as needed
Position Summary
This position plays a critical role ensuring RailWorks meets the highest standards of safety, efficiency, legal, regulatory and policy compliance, all while delivering excellent customer service. These responsibilities encompass all company operations pertaining to safety strategic planning, continuous improvement, and deliverables for a culture of Safe Production. This position reports directly to the Vice President - Safety.
Pay Range: $130,000 - $165,000 / year
Primary/Essential Responsibilities and Duties
Supports and influences all business units to drive a culture of continuous improvement and Safe Production.
Leads the development and execution of strategic plans and best practices, including customer initiatives and business plan outlooks and ensures corporate EHS goals and strategies are aligned operationally.
Plans and implements company-wide safety policies, procedures, and initiatives to ensure alignment with FRA, OSHA, and other regulatory standards; and ensures that they are correctly administered and communicated with effective change management.
Conducts risk assessments, identify potential hazards, and implement mitigation strategies to minimize incidents and ensure the safety of employees, contractors, and stakeholders.
Establish and track key safety performance indicators (KPIs) to evaluate the effectiveness of safety initiatives, drive accountability, and implement data-driven improvements across all company operations.
Analyze safety incidents, audits, and inspections to identify root causes and systemic issues. Design and implement corrective action plans to address deficiencies, monitor their effectiveness, and ensure sustainable improvements across all operations. Collaborate with leadership to integrate lessons learned into company policies and practices.
Oversees evaluations of contractors' safety programs and policies; recommends changes and oversees implementation of changes.
Provides staffing planning, performance management, supervision, coaching and mentoring to direct reports; and collaborates with local/site leadership to ensure field safety personnel are highly visible in the field performing high value activities.
Works proactively and cooperatively with employees, unions, regulators, customers, and other stakeholders to achieve positive results.
Leads continuous improvement projects with strong partnership with operations management to deliver results.
Process owner for the application and success of the safety management system enterprise wide.
Ensures appropriate preparation and leads/participates in regulatory audits, and other internal, third party, and legislative audits.
Responsible for the review, approval and enforcement of training programs and initiatives, and orientation of new employees.
Develops and monitors the applicable department/team/project budget.
Leads and administers the RailWorks Drug & Alcohol program as a Corporate Designated Employer Representative (DER).
Works closely with risk management and the company's insurance carrier to strategically implement programs to reduce claims. Prepares materials and evidence for company use in hearings, lawsuits and insurance investigations.
Leads the communications and marketing of safety, partnered with the enterprise safety team.
Completes audits, observations and inspections in the field, shops, yards, and offices.
Ensures that required records and reports are complete, accurate and correctly submitted.
Performs other duties as assigned.
Required Skills and Qualifications
A minimum of 10 years of experience in similar safety positions in the construction industry. Railroad construction safety experience preferred.
Bachelor's Degree in Occupational Safety & Health or related field.
Accredited safety certification, CSP preferred.
Familiar with FRA Regulation 49 CFR 219 (PREFERRED)
Knowledge of and experience with OSHA rules, regulations and reporting processes and procedures. Experience and familiarity with FRA and Canadian OHS legislation preferred.
Ability to exercise good business judgment when making recommendations and decisions.
Ability to effectively manage, lead and motivate staff.
Ability to multi-task in an environment where numerous tasks and projects are occurring simultaneously; and to meet deadlines in short time frames.
Ability to meet deadlines in short time frames.
Strong verbal and written communication skills and the ability to write effective reports.
Strong interpersonal skills; ability to interact with all levels of the company at field sites and offices, and effectively wor with vendors, customers and regulatory agencies.
Proficiency with Microsoft Office suite and have strong administrative capabilities.
Strong planning and organizational skills.
Must be willing to travel as needed, in some cases on short notice.
Physical Requirements and Working Conditions
Frequently sits, stands, walks, reads, writes and uses a computer keyboard.
When visiting project sites, stands and walks and may climb, balance, stoop, or crouch while negotiating work areas under construction.
May be exposed to harsh weather conditions including very hot and very cold weather.
May be exposed to loud noise.
Standing, speaking for relatively long periods of time.
50% or more travel and must have the ability to travel to Canada.
