    The Assistant Human Resources (HR) Director provides management and oversight in the planning, execution, and assessment of Department of Public Safety (DPS) HR programs which include the development and implementation of policies, procedures, and human resource strategic direction. This managerial position works in partnership with the HR Director to provide analysis, expertise, problem solving, and strategic direction to executives, managers, and supervisors in the delivery of HR programs and services at DPS. This position provides strategic professional HR consulting services to agency managers and supervisors in the areas of employee and labor relation issues; performance management; classification and compensation; recruitment and selection; development and implementation of policies, procedures, and workforce planning; workplace safety and workers' compensation and training and development. Ensures integration of functions across all units within the Human Resources Office and assists in developing and implementing strategic direction for the Human Resources Office.

    The Assistant HR Director manages and directs the Employment Services/Staffing, Transactions, Safety/Workers' Compensation, Training and Recruiting within the Department of Public Safety Human Resources Office, providing HR management and support for a state agency of approximately 2300 employees located throughout the State of Minnesota.

    This position will act in the absence of the HR Director on human resources related matters.

    Minimum Qualifications

    Five* (5) years of professional or managerial experience to include at least four of the following areas:

    • Staffing/recruiting that includes drafting minimum qualifications, posting positions, and screening resumes.

    • Job evaluation/classification.

    • Assisting managers and supervisors with performance management and/or organizational development.

    • HRIS transactions, using SEMA4 or other HRIS software.

    • Labor relations that include interpretation and application of collective bargaining agreement language and performing employee investigations.

    *Bachelor's degree in Human Resources, Organizational Development or closely related field may substitute for one (1) year of experience; a Master's degree in Human Resources or closely related field my substitute for eighteen (18) months of experience.

    AND

    Demonstrable supervisory or leadership experience.

    Strong communication, and problem-solving skills with the ability to effectively respond to issues and provides assistance to supervisors, managers, and employees.

    Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

    Preferred Qualifications

    Master's degree in Human Resources or related field.

    Three (3) years managerial or supervisory experience leading HR professionals.

    Strong organizational development knowledge and experience.

    Experience working in Human Resources for the State of Minnesota.

    Thorough knowledge of relevant state and federal laws, Personnel Rules, Administrative Procedures, MN Statutes, collective bargaining agreements and compensation plans and Affirmative Action plans.

    Experience developing and implementing policies and procedures to include research, documentation, implementation, and communication to employees and invested stakeholders.

    Experience managing and completing large and/or time sensitive projects.

    Physical Requirements

    Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier hand tools or heavier materials with help from others and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
