    As an ARPA-H (Advanced Research Projects Agency for Health) Basic Project Manager for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our HealthSolutions account team, where you will leverage yourexperiencewith theproject managementof research anddevelopment (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leadersto deliver transformative, sustainable, and equitable health solutions for the Nation.

    This is an opportunity for someone with significantgovernment contractingexperience in R&D and ARPA settings to work with an exceptionally talented and high-performing team on challenging andcutting-edgehealthcare projects.  ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readilyaccomplishedthrough traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include Health Science Futures (expandingwhat'stechnically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

    Role Description:

    Noblis isseekinga detail-oriented and experienced Basic Project Manager to join our team at ARPA-H (Advanced Research Projects Agency for Health).

    As an ARPA-H Basic Project Manager (ITDI) you willbe responsible forbeingthe lead strategic advisor totheHead of Customer Delivery which encompasses enterprise software development, product owners, and Agile Scrum teams.

    Responsibilities and Duties:

    • The Project Manager will serve as a point of contact to manage all programmatic matters of the IDIQ assigned order(s) andis responsible formanaging the day-to-day operation of the IDIQ.

    • Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals andobjectivesare met andidentifypossible programrisks, including:

    • Assistingwith the development and administration of ARPA-H STATS to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.

    • Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.

    • Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps.

    • Performing routine tasks including, but not limited to, scheduling, writing internal memos,maintainingand updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.

    • Manage and respond to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.

    • Assistingwith planning technology transitions to the respective operational customer.

    • Supporting the identification, assessment, evaluation, and testing of existing and emerging healthcare technologies, systems, and capabilities,includingcoordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.

    • Documentprojectbest practices and lessons learned, and makes recommendations to adapt, apply, and embed those practices to the ARPA-H environment. Conducts close-out activities at the end of the period of performance.

    • Assistin trackingprojectmanagement-essential data.

    • Maintain awareness of, and performs analyses of, evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative changes.

    • Provideexpertiseand adviceregardingproject managementpolicies and approaches.

    • Proactivelyidentifyprojectrisk areas highlighting impact to mission and proactively developing solutions.

    • Capture meeting minutes and lessons learned and incorporates solutions to action items and acquisition process improvement methodologies.

    • Provide Noblis-internal leadership, including:

    • Possible linemanagement responsibilities.

    • Providing professional development and mentorship for teammates.

    • Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis' BD team.

    Required Qualifications

    Candidates mujst meet the following qualifications

    • A minimum of15yearspast work experience in contract management role, such as a Project Manager ,preferably in a governmental research or scientific organization

    • Bachelor's degree (any field) isrequired.Program and/orproject managementrelated field is preferred.

    • U.S. Citizenship is required.

    Desired Qualifications

    • Experiencewithdeliveringtechnology solutionswithinthe federal governmentrequired.

    • Experience with: MSFT,AWSand Google cloud platforms, Atlassian suite, workplace modernization in the federal government, Palantir, SDLC, DevOps, solution architecture, web application development, Agile methodologies, and Product management preferred

    • Prior experience managing teams of increasing sizes and responsibility and experience in personnel management.

    • Experience mentoring teammates.

    • Experience in a supervisorycapacityin planning, developing, and executing significant research and development efforts.

    • Experience inestablishingstrong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidlyidentifyand resolve potential andnew problems; andidentifyingand resolving administrative and contractual issues related to a support services contract isrequired.

    • Demonstrated creativity, foresight, initiative, and mature judgment inanticipatingand solving unprecedented problems.

    • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals andobjectivesare met andidentifypossible programrisks.

    • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.

    • Experience providing guidance, feedback, and consulting services to federal program managers.

    • Ability to work in a dynamic team-oriented environment,demonstrateteamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

    • Experience providing program and/or project management support with research and development contracts.

    • Experiencefacilitatingresolution of customer requirements, including helping toidentifyand document capability gaps,formulateand develop technological solutions, andparticipatein and contribute to strategic discussions.

    • Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.

    • Experience supporting the development and production of architectures, organizational charts, and operations plans and procedures, to include program Standard Operating Procedures.

    • Experience from existing Advanced Research Projects Agencies (e.g.IARPA, DARPA, HSARPA, ARPA-E) is strongly desired.

    • Experience supporting federal agency program managers and leaders is preferred.

    • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion. 

    • Proven results-oriented problem-solving abilities.

    • Ability to work in a dynamic team-oriented environment,demonstrateteamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

    Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

    Posted Salary Range

    USD $90,300.00 - USD $141,075.00 /Yr.
