Reporting to the Sr. Director of Environmental Health and Safety, the Air Permit Manager will be responsible for overseeing, managing, and supporting air permitting tasks for Clean Air Act compliance at the Federal, State and Local levels to successfully accommodate desired production levels while maintaining/standardizing respective recordkeeping for all US Saint-Gobain locations. As the voice of air permitting authority for the Company, the role will interact with all levels of the organization to provide recommendations and expertise for air compliance and costs through recommendation and design of business processes used by the thousands of application users of a $4B company. The ideal candidate will be an air permitting expert in decision-making, policy formation, and possess intimate knowledge regarding the manufacturing practices, raw materials, business development objectives, and R&D activities of the sites, and the overall business. A great deal of independent thinking and integration of technical/regulatory issues is required in order to provide the best advice to management, purchasing, engineering, and R&D on the most effective strategies to minimize EHS costs while maintaining an appropriate legal posture, public image, and good employee relations.
Responsibilities include, but are not limited to:
Through regular site visits, gain exposure and develop expertise with Saint-Gobain's diverse manufacturing processes and product portfolio such as fiberglass insulation, asphalt roofing, vinyl siding, gypsum, construction of regulated emissions such as criteria pollutants, HAPs and state specific pollutants along with an electronic repository for existing permits;
Function as internal Subject Matter Expert to provide corrective action support to emission incidents, NOV's, permit deviations, understanding of complex permit requirements, routine compliance reports and public complaints;
Monitor upcoming Clean Air Act regulatory changes at the Federal, State and Local levels to ensure necessary action is taken on changes that could impact manufacturing operations;
Partner with external consultants to perform air dispersion modeling and any other modeling required by permitting regulations.
At times, technical support such as emission calculations, emission factor collaboration, control device solutions and/or other troubleshooting assistance may need to be provided to Canadian locations
What do you bring?
The ideal candidate for this role will possess strong organizational skills, be self-motivated with the ability to work independently, have very strong interpersonal skills, be able to work calmly while under pressure, have a high degree of initiative, high ethical standards, solid project management skills, and have excellent communication skills.-
Minimum of 7 years of direct air permitting experience for various manufacturing processes
Bachelor of Science degree in Environmental/Industrial Hygiene discipline, science or engineering is required
Master of Science degree in a related field is preferred, but not required
Professional certification as an Industrial Hygienist, Safety Professional and/or Professional Engineer is also desired
Understanding of laboratory procedures and sampling techniques, the audit process, and design of regulatory programs is necessary
Excellent comprehension of government regulations and a balance of objectivity and realism, coupled with the ability to effectively interact with and communicate issues internally and externally
