    This position is located in the Air Data Analysis unit. The incumbent supports and at times leads organizing, analyzing, summarizing, reporting, and making recommendations based on air monitoring data, specifically air toxics data so the MPCA can prioritize our efforts towards reducing environmental air concerns. This position focuses on efforts to support summarizing and reporting on air toxics, supports criteria pollutants, industrial data and analysis of alternative air monitoring. Tasks include data validation and analysis for air monitoring projects and supporting the MPCA's air monitoring network by analyzing and using data science tools to locate sites, summarize and analyze monitoring data and communicate results to interested parties. This position analyzes ambient air toxics monitoring data, supports loading of monitoring EDDs and supports analysis of criteria pollutants. The position requires data science skills with such tools as R, Python, Tableau and data query tools such as SQL. Statistical analysis skills are preferred to organize extensive ambient air monitoring data and present it through summaries, reports, graphics and presentations. Strong communication skills are needed for work on internal teams as well as for communication with external governmental and non-governmental entities and the general public.

    Minimum Qualifications

    Three (3) years of professional experience conducting research and data analysis and providing or communicating data to both technical and general audiences.

    OR

    Bachelor's degree in an Environmental Science, Engineering, Computer Science, GIS, or other Natural Science; Statistics, Environmental Health, Toxicology or other related degree AND two (2) years of professional experience conducting data analysis, data visualization, GIS mapping, database management, and the use of data science tools.

    OR

    Master's degree in an Environmental Science or other Natural Science; Statistics, GIS, or other related degree AND one (1) year of professional experience conducting data analysis, data visualization, GIS mapping, database management, and the use of data science tools.

    Strong planning and organizational skills to meet priorities, goals and objectives, monitor work, and follow-up on implementation for both independent and team-oriented work.

    Ability to communicate complex technical information in a clear and concise manner to a wide range of audiences.

    Ability to evaluate and interpret scientific data, reports and literature, particularly to conduct thorough research and review of the validity of data used in model and tool development.

    Preferred Qualifications

    Understanding of air pollution mechanisms and knowledge of state and federal environmental laws, regulations, and guidelines pertaining to air pollution.

    Experience performing and communicating qualitative analysis, quantitative analysis, and/or statistical analysis to support decision making.

    Experience performing analyses and data visualization using a wide variety of data science (data collection, analysis, processing, evaluation, visualization, etc.) software such as Tableau, SQL, Excel, Python, R or other statistical analysis software.

    Statistical analysis skills sufficient to organize extensive ambient air monitoring data and present it through summaries, reports, graphics, and presentations.

    Demonstrated project management and leadership skills

    Ability to effectively communicate scientific information to a general audience using plain language.

    Human relation and communication skills sufficient to collaborate, work effectively, and create understanding within a wide range of clientele, partners, and interested parties.

    Physical Requirements

    Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

    Additional Requirements

    Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
