In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The African American Child and Family Well Being (AACFWB) Practice and Policy Lead will lead the coordination of statewide systems level policy strategies and provide leadership and technical expertise within DCYF and in partnership with other state departments, counties, and community-based organizations to advance the departments' mission to prevent child maltreatment of children of African American and African heritage and promote family well-being and preservation.
This includes strategies and efforts in alignment with the Minnesota African American Family Preservation and Child Welfare Disproportionality Act and other related state and/or federal child welfare statutes, laws, or polices. This role will work with the team to lead innovative projects that span across state agencies, stakeholder groups and diverse communities.
With a focus on early culturally affirming and equitable strategies, the AACFWB Policy and Practice Lead will be a lead for galvanizing internal and external partners toward policies, practice, and systems that prevent African American and African children from entering the child welfare system, reducing the number of children entering foster care, and supports achieving timely permanency and family preservation. To do this, the Lead will work to open and facilitate ongoing dialogue with families, community-based organizations, division staff, state leaders, community leaders, practitioners, and other stakeholders to co-create and/or identify community-based strategies to support partnered and informed policy development and provide education and technical assistance to support culturally affirming child and family well-being practices.
Minimum Qualifications

Three (3) years of experience in social work and/or case management experience in child welfare in the areas of child maltreatment prevention, family support, community development and related areas. Experience must demonstrate:
Experience working with federal, state and county child welfare programs, statutes and policies.
Experience in planning, overseeing and developing human services programs.
Project management experience sufficient to establish project goals and objectives, coordinate human, financial and technical resources, and ensure successful implementation and completion of the project.
Experience in community and stakeholder engagement and in building solid partnerships with counties, tribes, service providers, community partners, families and the community.
Experience in group facilitation to coordinate consensus-building among a diverse group of partners.
Experience working with diverse communities experiencing overrepresentation and disproportionality in the child welfare system.
Preferred Qualifications
Master's degree in social work, human services administration, family social science, sociology, or related field.
Experience participating in or leading agency initiatives and projects related to child welfare, children, youth and families, and or communities.
