Overview:
Provide leadership and management to a team of AbilityOne RISE Coaches assisting AbilityOne Team Members in the areas of employment supports, job retention, resource provision, career planning and crisis management, ensuring compliance with the AbilityOne program regulations as well as Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation standards. This position is responsible and will be held accountable for behaving in accordance with divisional and organizational RISE values and expectations.

Essential Duties and Responsibilities:
- Oversight of AbilityOne program and internal processes to ensure compliance with the U.S. AbilityOne Commission and Federal Acquisition Regulations. Makes recommendations, develops and implements a quality improvement plan as needed.
- Maintain up-to-date knowledge of CARF (Commission on Accreditation of Rehabilitation Facilities) Community Employment Services (CES) standards and requirements applied to AbilityOne coaching services.
- Supervises, coordinates and monitors the activities of AbilityOne RISE Coaches by directing the work, setting priorities, and completing case file audits to achieve service outcomes.
- In partnership with the Senior Director of Mission Services, leads regular internal audits to assess compliance with both AbilityOne and CARF standards, preparing necessary documentation and reports.
- Steers the development and implementation of standard operating procedures for assigned program areas.
- Provides oversight of employment support activities, to include, but not limited to conducting random site visits, assisting site managers and AbilityOne RISE Coaches in developing and implementing an on-the-job training plan based on team member’s individual learning style, etc. in conjunction with Contracts Division standard operating procedures.
- Regular review of all Individual Eligibility Evaluations (IEE) to ensure AbilityOne program eligibility and compliance standards are met and provides feedback and guidance to AbilityOne RISE Coaches as needed.
- Develops and maintains a stakeholder’s feedback system with team members, Division managers, local rehabilitative service agencies, referral sources, professional colleagues and other external stakeholders to drive continuous improvement through feedback analysis. Makes program service modifications and enhancements as needed.
- Develops and maintains a project plan that establishes a timetable for accomplishing assigned program outcomes.
- Manages a limited number of cases to provide personalized coaching and support to program participants, ensuring they achieve their individual goals and progress within the program.

Qualifications:
Required Qualifications:
- Bachelor’s degree in counseling, psychology, special education, rehabilitation services, or related field.
- Three or more years of direct experience in providing services to individuals with disabilities and disadvantages.
- Three or more years of direct experience in managing others.
- Knowledge, skills and abilities (KSA) in Americans with Disability Act, job accommodations, assistive technology, learning styles, and community resource/support identification.
- Demonstrated career coaching skills, customer focus, active listening, flexibility, oral and written communications, critical thinking and interpersonal sensitivity.
- Proven track record of managing or overseeing programs within the AbilityOne framework (or equivalent), including understanding of federal contracts, employment of individuals with disabilities, and adherence to program regulations.
- Familiarity with working in collaboration with Source America, including managing performance metrics, compliance with federal program guidelines, and engaging in partnership initiatives to enhance program services and outcomes.
- Ability to pass a federal background investigation to gain access to AbilityOne contract sites to support and/or provide coaching services.
- Access to reliable transportation to deliver services across multiple locations, attend trainings and meetings.
- Microsoft Office (Excel, Word, PowerPoint).

- Demonstrated knowledge and experience in implementing and maintaining CARF accreditation standards, including compliance audits, survey preparation, and continuous quality improvement processes.
