    ASSISTANT SUPERINTENDENT OF BUSINESS/CHIEF SCHOOL BUSINESS OFFICIAL
    Job Summary:
    1. To exert responsible leadership, based on accurate data and sound planning, in supervising the business and financial affairs of the School District.
    2. To advise and assist the Superintendent of Schools and Board of Education in the preparation and implementation of annual budgets that provide the resources necessary to meet the educational needs of all students in the District, recognizing the limited nature of resources and the need for sound priorities and wise allocation of funds.
    3. To advise the Superintendent of all legislative or related developments at the national, state, county, or local level that may affect the financial position of the District and to serve as a member of the Legislative Committee and provide information as needed.
    4. Plan, manage, and evaluate a program of investments which emphasizes the safety of district resources that will produce maximum return of each dollar invested; oversee a well-planned purchasing program that will produce maximum results for each dollar spent and is consistent with Board policies, State School Code, and all other laws.
    5. To assist the Superintendent in developing programs that will help increase public understanding of school finance issues.
    6. To serve as a member of the Financial Advisory Committee and provide information as needed.
    7. To increase communication, understanding and cooperation among the business office and other departments within the District.
    8. Supervise all business operations of the District, ensuring that all such operations are consistent with the annual budget, Board policies, the State School Code and all other laws.
    9. Oversee the development and maintenance of standards, norms and specifications governing the selection, purchase, and use of supplies, furniture and equipment for the schools.
    10. Supervise and evaluate the Director of Business Services and the Director of Buildings and Grounds.
    11. Direct the preparation and implementation of all business contracts involving the District.
    12. Assist outside auditors as needed related to preparation of the annual audit.
    13. Conduct ongoing research and statistical projects that will contribute to accurate financial planning and budgeting.
    14. Direct the accurate preparation of all financial reports and applications required by the Board, county, state or federal agencies.
    15. Maintain accurate, detailed records of all transactions involving acquisition, custodianship or disbursement of school funds.
    16. Assure that all school property and equipment are adequately accounted for and insured.
    17. Supervise the District's employee medical, life, worker's compensation, property and liability insurance programs; periodically evaluate such programs to ensure that rates are competitive and coverages and services are satisfactory.
    18. Supervise the development, implementation and evaluation of accounting procedures and office practices that contribute to efficient, secure, and accurate management of all school business affairs.
    19. Supervise the development and utilization of data processing and related office systems that contribute to efficient accurate management of all school business affairs.
    20. Supervise, directly or indirectly, the recruitment, training, assignment and evaluation of all non-certified employees within the business office.
    21. Manage all real estate transactions involving the District.
    22. Administer the collection of student fees and/or tuition.
    23. Supervise a system of accounting covering all student activity and convenience accounts and require periodic financial reports from persons responsible for such accounts.
    24. Provide overall direction and supervision to an ongoing program of custodial care and regular maintenance for District buildings, grounds, vehicles and other equipment.
    25. Provide overall direction and supervision to programs authorized or required by the State Fire and Life Safety Code.
    26. Provide overall direction and supervision to the District's food service program including the National School Lunch Program (NSLP).
    27. Provide overall direction and supervision to a transportation program for District students, in accordance with state law and Board policy.
    28. Consult regularly with the Superintendent on issues and questions related to school business affairs.
    29. Assist the Superintendent in keeping the Board accurately informed of the financial position and outlook of the District, which includes multi-year financial projections.
    30. Assist the Superintendent in interpreting and clarifying the financial position of the District to school employees and to the general public.
    31. Supervise the preparation and disbursement of the District payroll.
    32. Develop and maintain data processing services that will provide for complete financial and property accounting systems, and for such cost analysis as may be required for financial planning and reporting. Also, to assist in the coordination of other data processing applications within the District.
    33. Prepare financial data necessary as background for contract negotiations with District employees. Participate on negotiation teams as needed.
    34. Prepare periodic revenue and expenditure projections for the District.
    35. Develop and supervise financial accounting systems for the control of expenditures within each school and department.
    36. Manage the District's bond retirement program, including the maintenance of bond schedules and related functions.
    37. Manage the District's investments in accordance with Board Policy and State and Federal law.
    38. Manage the procurement process of the District including bidding, requests for qualifications (RFQ's), and requests for proposals (RFP's) in accordance with Board Policy and State and Federal law.
    39. Supervise the preparation of monthly financial reports including Statement of Position, Revenue and Expenditure Report, salaries disbursed and bills paid, etc. by the District.
    40. Supervise the filing of all insurance forms and claims.
    41. Make recommendations, coordinate, and direct the preparation of the levies for the District.
    42. Act as Treasurer for the District.
    43. Coordinate short and long-range planning efforts to adequately house students within the District's facility use guidelines, including the coordination of annual enrollment projections.
    44. Provide overall direction and supervision of the cafeteria programs in the District.
    45. Perform all other tasks that are assigned by the Superintendent.
    Qualifications:
    Appropriate administrative credentials for the State of Illinois, with CSBO endorsement. A minimum of five years of administrative experience is preferred. Other academic, professional and personal qualifications that the Superintendent and Board may find appropriate
